A federal grand jury in San Diego has indicted an alleged Sinaloa Cartel lieutenant on narcoterrorism and drug trafficking charges, with prosecutors describing him as a violent figure who has controlled key smuggling corridors near the U.S.-Mexico border โ€” routes that funnel fentanyl and other drugs into East County and the broader San Diego region.

Rene Arzate-Garcia, known by the alias "La Rana," is accused along with his brother Alfonso Arzate-Garcia, also known as "Aquiles," of using "murder, kidnappings, extortion, and corruption" to control what prosecutors call the Tijuana Plaza โ€” a key cartel-controlled zone along the border, according to a statement from the U.S. Attorney's Office.

Prosecutors allege the brothers have moved thousands of kilograms of methamphetamine, cocaine, fentanyl, and marijuana into the United States, while also laundering millions of dollars in drug proceeds. Rene Arzate-Garcia has carried out "kidnappings and executions" in Tijuana on the cartel's behalf, according to court documents, and is described as a central figure in an ongoing violent conflict between two rival cartel factions.

He was previously designated a drug kingpin by the U.S. Treasury Department's Office of Foreign Assets Control in 2023. The narcoterrorism charge stems from the Trump administration's designation of the Sinaloa Cartel as a foreign terrorist organization last year.

The U.S. Attorney's Office is offering a reward of up to $5 million for information leading to Rene Arzate-Garcia's capture, and another $5 million for his brother's arrest. The indictment underscores the ongoing federal focus on cartel operations flowing through the Tijuana corridor โ€” a gateway that directly impacts fentanyl availability across San Diego County, including East County communities.
