East County Residents Can Now Clear Their Criminal Records — Free Help Available

For East County residents carrying the weight of a past conviction, a new program from San Diego County could offer long-overdue relief.

Supervisor Monica Montgomery Steppe (District 4) announced a free mobile expungement clinic on March 24, designed to help formerly incarcerated residents navigate California's complex record-clearing process. District 4 encompasses communities including Spring Valley, Lemon Grove, Rancho San Diego, Casa de Oro, and Mt. Helix.

"A criminal record should not be a life sentence of poverty and exclusion," Montgomery Steppe's office said via social media. "This clinic is a step toward determining how we can support your path toward a fresh start."

The program is currently in an interest phase — residents must submit an eligibility form to be considered. The form opened March 23 and closes May 31, with participation capped at the first 250 registrants.

It's worth noting how California's process technically works: the state calls it a "dismissal" rather than an expungement. A case is re-opened, the original finding of guilt is withdrawn, and a not-guilty plea is entered before the judge dismisses the case. While the conviction may still appear in some law enforcement and immigration databases, most private employers are prohibited from seeing or considering a successfully dismissed conviction — which can make a significant difference in job and housing applications.

Residents interested in applying can find the interest form link and eligibility information through the San Diego County Public Defender's office at sandiegocounty.gov/public_defender. Completing the form does not guarantee representation, but connects eligible residents with trusted legal support. For East County residents who've been navigating barriers to employment or housing because of a past conviction, this window may be worth acting on before spots fill.
