State Farm Rate Hike Capped at 17%, Refunds Coming for Some Santee-Area Policyholders

East County homeowners who feared a 30% jump in State Farm premiums can breathe a little easier. A proposed settlement announced last week among the California Department of Insurance, State Farm, and consumer advocacy group Consumer Watchdog will cap the rate increase at 17% — the level already in effect under an emergency interim rate approved last May.

The deal came after months of public hearings following the devastating Los Angeles County fires of 2025, which prompted State Farm to request emergency rate increases across California, citing billions of dollars in expected payouts. State Farm, which insures roughly 20% of California policyholders, has paid out more than $5 billion in claims from those fires.

Some East County policyholders stand to see direct refunds. Condo owners who were hit with the 15% interim increase will see their rate drop to 5.8%, with refunds plus interest dating back to June 1, 2025. Rental property owners who saw a 38% hike will see that reduced to 32.8%, also with interest-bearing refunds. Renters insured through State Farm will see a modest 15.65% increase.

Additionally, State Farm has agreed not to cancel any new policies in 2026 and will hold off on non-renewals it had planned for wildfire-affected areas — an important stabilizing factor for East County communities that sit within or near fire-prone zones. The settlement is subject to approval by an administrative law judge, with Insurance Commissioner Ricardo Lara expected to make a final decision by April 7.

'When consumer advocates are able to challenge the data and present their own analysis, excessive requests are reduced and consumers are protected,' said Harvey Rosenfield, founder of Consumer Watchdog and author of Proposition 103, the law governing California insurance rates.
