A Democratic challenger has formally entered the race for California's 52nd Congressional District, setting up a primary contest against six-term incumbent Rep. Juan Vargas — and the newly redrawn district brings the race closer to home for East County residents than it has been in years.
Frances Yasmeen Motiwalla, a community organizer, announced her candidacy on March 6, 2026, pulling papers from the San Diego County Registrar of Voters just before the filing deadline. She made the announcement at a gathering in City Heights, stating her platform centers on climate action, peace, and economic fairness.
Under Proposition 50, which voters passed in November, District 52 has been redrawn to encompass the entire southern portion of San Diego County — from Chula Vista east through the border region. The new boundaries include La Presa, Jamul, Dulzura, Campo, Boulevard, Potrero, Lake Morena Village, Jacumba, and Tecate Peak, communities that were not part of the old district and whose residents will now have a direct stake in this race.
Vargas, a former San Diego City Council member, California Assembly member, and State Senator, was re-elected in 2024 with more than 66% of the vote. He has faced recent pressure from constituents over his positions on foreign policy, including protests at a San Diego rally that turned heated.
Motiwalla has indicated there may be additional challengers in the race, creating the possibility of a multi-candidate primary field. The June 2 gubernatorial primary will serve as the next major election date on the calendar for San Diego County voters.
