A Lakeside man is one of three people charged in a federal complaint alleging they conspired to provide material support to ISIS, according to the U.S. Department of Justice.
Federal officials said Bereen Dzayee, 25, of Lakeside, was arrested along with Bisaam Ghafoor, 21, of Leawood, Kansas, and Elias Shamsaldeen, 21, of Porterville, California. The Justice Department said the complaint was filed in the District of Kansas and alleges the men collectively provided more than $2,000 to someone they believed was an ISIS member.
According to prosecutors, the defendants communicated from at least February 2025 to about June 2026 about ways to support ISIS, including through money, services and plans involving drones. The Justice Department said the FBI Joint Terrorism Task Force in San Diego helped investigate the case, along with task forces in Kansas City and Sacramento.
For Santee and Lakeside residents, the local connection is the arrest of a Lakeside resident in a national security case being handled in federal court. The allegations remain allegations: the Justice Department noted that all defendants are presumed innocent unless proven guilty beyond a reasonable doubt.
