La Mesa City Council is scheduled to consider a five-story mixed-use project with 114 residential units and ground-floor retail space in the downtown village, according to East County Magazine.

The proposed CityMark Palm project would be built on a vacant lot at the southwest corner of Palm Street and Allison Avenue. East County Magazine reported that the plan includes 2,560 square feet of retail space, a residential lobby, a common room and a second-level amenity deck.

The project would include 109 market-rate units and five units reserved for very low-income tenants, according to the source report. East County Magazine also reported that the developer is using California’s State Density Bonus for Affordable Housing Development for the transit-adjacent project.

Parking remains a central concern in the local debate. The proposal includes 72 residential parking spaces for 114 units, along with secure bicycle storage, according to East County Magazine.

While the project is in La Mesa, the same housing pressures are familiar across East County, including Santee: more homes near transit, worries about parking and community character, and questions about how much affordability new development actually delivers.
