The El Cajon City Council unanimously approved a resolution of intent to form a new Downtown El Cajon Community Benefit District, sending the proposal to affected property owners for a 45-day mail-in ballot process.
East County Magazine reported that the district would replace the current Property-Based Improvement District, which has funded downtown services and events since 2011 and is set to expire Dec. 31, 2026. If approved, the new district would begin in 2027 and run for an initial 20-year term.
The proposed district would fund enhanced maintenance, security, placemaking and downtown identity work through special assessments on property owners. The annual budget outlined in the district plan totals $793,225, with spending categories that include sidewalk cleaning, graffiti removal, trash service, security teams, public relations, decorations and public art.
The proposal now moves to property owners, with ballots expected before Aug. 1 and a public hearing scheduled for 3 p.m. Sept. 15 at the El Cajon City Council Chambers. If a majority protest blocks the district, the city warned there would be no replacement mechanism for the current PBID.
For Santee readers, the decision matters because downtown El Cajon remains a nearby dining, music and event destination for East County. The vote could affect events such as Friday concerts, Cajon Cruise and holiday programming that draw visitors from surrounding communities.
